We had the same problem in our quality control unit for our reports. The Data Entry were trying to get ahead of the game by trying to push out a finished product, but they missed a lot of information and that put more work on our field teams as well a getting the Quality Controls teams A$$ chewed out for sending out reports that we didn't even know existed and never crossed our desk. It ended up costing more in labor man hours than what the company had bid to perform the data reports. The customer was not trusting and hired another company to spot check our work with their people and resolved to deduct it from the original bid agreement.
Discuss with your manager the concerns you have in the possibility of lost information and not following correct office procedure. Your co-worker may see it as you just being jealous of their ability, but let the office staff know that you are trying to protect the integrity of the company as well as your department.

is she doing her own editing? in the same time as everyone else doing raw work? how is that cheating?sounds like efficiency to me
Rather than tellling on her, which could cause more problems and make you seem like a taddle tale, I would talk directly to her and let her know how you feel about it. It might be akward to confront her, but once you do it you will feel good for standing up for yourself.
